I currently have an image of hand drawing and it was saved as gray scale. I would like to paint this scanned document. I use Photoshop CS 2.

At the option bar at top go:
Image
Mode
RGB Color
Leave it at 8-Bits per Channel

There is no RGB data in the image file. And NO the same shade of grey could be many different colours since all the colours are in different hues. You have to start with an RGB image file. If you take a black and white shot and RGB shot of the same subject, within seconds of each other and look at the size of the two image files, you will see the difference. In fact, if you start with an RGB file and in Photoshop create a black and white image, that converted file will have more data that the one shot black and white in the camera In the world of digital photography, it is all about capturing data. The more the better. That is why the pros shoot in RAW
