What is this effect called, and i would also like to know how i could do this. Would it be

possible to do this with the Gimp?

I would like to use this effect on my own image, but for now here is what i am talking

It is possible in the gimp 2.2 its a filter called photocopy and is available under the menu filters/artistic/photocopy

It looks like the cutout filter on Photoshop, with some mild contrast tweeking and color change. Not sure if you use it with the Gimp.. never used the Gimp before.
