Where can I find a tutorial to create a perspective localized design?

I need to do a design that when printed and placed flat on the desk will look as if it is popping out of the paper.. something like this

The problem is that I can't find a tutorial anywhere on the internet to create this either in photoshop or illustrator. (I really don't care about the software, what I need is the procedure and basics behind this effect so I can recreate it)

Is someone knows how to do this I would appreciate a quick how to tutorial. Thanks

What you have pointed to is not going to print flat and "pop out of the paper" and the explanation of the soccer game adds is wrong and not related to perspective localized design as illustrated down the page.

The ads are generated in the computer run video processing and are shaped to look like they are where they are supposed to be - like the scrimmage line in American Football Broadcasts, ads and center field logos.

The example lower down shows a flat painted art that is put on side- and end-walls that only looks perfect from one specific location. We have art work on bridges downtown in Dallas that lines up this way from one location on the road.

The closest I can think of that might meet your requirement for popping off the page would be the forced perspective chalk drawings that appear to be holes in the ground.
