Depends on the reason for putting the paper on the metal in the first place. Is it a permanent thing, a design you need to scratch on. Also the metal being used may need to be taken into account. Good Luck! Make question a bit more specific next time.

I would agree with scuffing the metal first with a bit of fine grit sandpaper.
Spray adhesive should work well. I use 3M super-77 which is a fine all-purpose high-tack spray adhesive. I have glued various papers to metal with very good results.
Be wary of using epoxies, as they may discolor the paper badly.
If the metal can rust (iron or steel) I would recommend putting down a layer of clear coat lacuqer first. Let it dry, and then use the spray adhesive to prevent any rust from discoloring the paper at a later date.

Any type of tape or glue could do the trick. You might be a little creative and place it on a post in the metal. Do what it takes, try different things, you'll find a way that works for your purpose.

ok heather there are some really mean jerks responding to your question. sorry. abrase(scuff) lightly the metal[to create a nonsmooth surface] i would use a two part epoxy such as JB Weld if the finished product is going to be painted. it is grey when mixed. or use FixAll by Superglue it dries clear. follow instructions. enjoy your finished product!!!! ;)
